The
reason is simply due to picture clear of Assam’s ‘Devastating Toll of Natural
Calamities’ as CAG (Comptroller and Auditor General) has analyzed 84 per cent fund
is yet not implemented which has taken a hold on to 60% fund release from
centre as ministry without prior confirmation of usages cannot release further
fund.
Assam
is yet to execute full-fledged ‘flood management programme’ to pop in 60 per
cent fund that is put on to a hang by the Centre due to state government’s
inability to produce the receipts and certificates on released fund’s usage.
CAG
notifies that out of proposed Rs 2043.19 crore fund sanction to Assam for the
set up of 141 projects between 2007-08
and 2015-16 only Rs 812.22 crore has been released where rest 60% that is Rs
1230.97 crore is on a hold by the Centre.
Union
Water Resources Ministry can release further funds in timely order as per to FMP
(flood management programme) directions where state governments’ support in
providing valid track record on expenditure on executing agencies with receipts
is crucial.
Activities like parking and diversion of funds
if detected by the ministry’s vigilantes on the counterpart of the state
government then further release could be put to a halt as per to CAG report.
